COVID-19 UPDATE:
Many of our colleagues in higher education ministry find their campuses and their communities significantly impacted by the fast-developing COVID-19 pandemic and by the institutional and governmental responses to it. While sympathetic to the distress our students and our communities are suffering, we at the National Campus Ministry Association affirm the wisdom and prudence of closing campuses, canceling large assemblies such as sporting and entertainment events, and limiting student access to residence halls and other campus facilities. While most of the students we serve are demographically among the least likely to contract the disease, we feel a clear duty to act to reduce the rate at which this disease spreads, so that the number of infected people needing hospitalization does not rise above the capacity of our health care system. We need to “flatten the curve,” as the included graphic illustrates.
We also believe that the ways our campuses, communities, and government entities have responded will be especially devastating to the poor, those with low-paying hourly jobs who are unable to “work remotely,” immigrants, parents of school-age and younger children, and other vulnerable groups. Because we feel a moral imperative to protect the interests of those who stand to suffer the most, we advocate also for responses that will treat those vulnerable people with compassion in this challenging time. For instance:

- Releasing federal work study aid to students who had previously qualified for it based on financial need but who are now unable to work the hours required to receive it.
- Enacting a moratorium on evictions from rental housing for student and non-student tenants who can document that they cannot pay rent due to a substantial loss of income related to the virus or to institutional and/or government responses to the pandemic.
- Restoring water and other utility services for student and non-student households that are currently experiencing shut-off, and enacting a moratorium on shut-offs until the worst of the crisis has passed..
- Suspending the SNAP (food stamp) general work requirements and Able Bodied Adult Without Dependents requirements until the most severe employment impacts have passed.
- Streamlining the application process and using presumptive eligibility for Medicaid and other public assistance programs.
